General Bill
Dependent Children and Youth:
Provides process for recommending change of placement of child in shelter or foster home who is perceived to be at risk; establishes standards for delivery of child welfare services for dependent children & youth; requires that child or youth be placed in home determined to be safe; requires criminal history records checks & Fla. Abuse Hotline Info. System history checks of persons with whom child or youth may be placed; provides for child or youth to participate in developing case plan; provides for move to permanency; requires case workers to prepare reports for child's or youth's case management file; requires children or youth to be placed with siblings when possible; requires DCFS or community-based care lead agency to comply with reporting requirements of court; provides for guardian ad litem to report on child's or youth's expressed wishes; requires records to be maintained in complete & accurate manner & be available to guardian ad litem or attorney ad litem at no cost; permits children or youth in care to communicate & organize advocacy plan; requires case plans to include additional information; provides for appearance of child in court to discuss placement informational session; provides for hearing.
