GENERAL BILL   by Policy & Budget Council and Healthcare Council and Galvano (CO-SPONSORS) Altman; Ambler; Anderson; Frishe; Gibson, H.; Glorioso; Gonzalez; Grant; Harrell; Heller; Holder; Homan; Hooper; Hudson; Kiar; Kreegel; Kriseman; Llorente; Long; Nehr; Patronis; Planas; Porth; Richardson; Roberson, Y.; Sachs; Seiler; Waldman; Williams, T.
Health Insurance Claims Payments: Authorizes OIR to waive specified principal place of business & records availability requirements for specified multiple-employer welfare arrangements; includes licensed ambulance providers under provisions for direct payment for specified services; deletes insurance contract limitation on payment of benefits directly to providers; authorizes attestations assigning benefits; provides for transferring attestations electronically; requires insurers to make payments directly to preferred providers; provides insurance contract prohibition & claims form requirement relating to payment of benefits directly to providers; provides payment limitation; prohibits insurers & plan administrators from reimbursing preferred providers at alternative or reduced rates for covered services; prohibits preferred provider contract parties from selling, leasing, or transferring contract payment or reimbursement terms information; requires HMOs to pay benefits directly to specified providers; prohibits health maintenance contracts from prohibiting & requiring claims form to provide option for payment of benefits directly to specified providers; prohibits HMOs from selling, leasing, or transferring contract payment or reimbursement terms information under specified circumstances; decreases period of time authorized for overpayment claims of HMOs against providers.
