HB 3 (2009) -  Athletic Coaches

Requires independent sanctioning authority of youth athletic team to screen background of current & prospective coaches through designated state & federal sex offender registries; requires disqualification of coach appearing on registry; requires written notice to disqualified coach; provides rebuttable presumption that sanctioning authority did not negligently authorize coach for purposes of civil action for an intentional tort relating to alleged sexual misconduct by coach if authority complied with screening & disqualification requirements; encourages independent sanctioning authorities for youth athletic teams to participate in specified screening system.
