909 Aid To Local Governments

Immediately following Specific Appropriation 909, INSERT:
In order to implement the reduction in Specific Appropriation 909, the
Department of State rule number 1B-2.011(2)(c) is repealed. For the
purpose of distributing funds, the department shall use the application
and application process used for Fiscal Year 2007-2008. The department
shall develop a rule based on the annual plan of service and
expenditure, and an annual updated 5-year long-range plan of cooperative
library resource sharing, as established by the boards of the individual
library cooperatives. The rules must be adopted by the secretary of the
department and submitted to the President of the Senate and the Speaker
of the House of Representatives. The rules shall not become effective
until conclusion of the next regular session of the Legislature

following their adoption.
Line item amendments are accepted as part of the amendatory process. However, due to the necessity of using computerized systems this may entail a different placement within a budget entity or the renumbering of the specific appropriation items. |
